How would I go about finding an attorney for the death of my son?

The accident happened in June of 08, he passed in July of 08. The police has been telling everyone that there has been an investigation going on but I find out today (not by the police or detective, because they don’t call ME) that they aren’t going to continue with the investigation because they messed up and didn’t take pictures or ask any questions the night of the accident. My son’s girlfriend was involved and her husband threatened my son. The girlfriend was worried about her husband finding out that my son’s truck was at her place. The girlfriend came to the hospital the night of the accident to get my son’s car keys to move his truck out of her driveway before notifying anyone of my son’s condition (she had my number everyone who was closest to my son but failed to ever tell anyone anything.) Now I’m finding out I can’t sue the girlfriend or insurance company for wrongful death because the cops or anyone didn’t take any pictures or ask any questions or anything and now I’m stuck. So I guess I’m asking if I need to get an attorney to sue the state/city because they didn’t do the job they were asked to do… I’m just not exactly sure what to do anymore I’ve never had to deal with something like this before and I would really appreciate it if someone could help me… Thank you.
