I have a run-away adult family member with a serious mental condition. She currently carries a cell phone under another family member’s name, but I fully manage and pay for the entire account balance every month. We are able to make contact with her cell phone, but always answered by an unknown foreign language speaking man. We asked for the missing family member and sometimes she was put on the phone to speak one or two sentences, but mostly just hum a word or two. We also know that there were at least 2 foreign language speaking men accompanying her, and does not appear online pharmacy without a prescription that she has possession/control of her cell phone.

We called the police, it was concluded that this was a case of a runaway adult, not a missing person because we can make contact with her and she stated she did not want to come home. Although she has mental conditions, her family members do not have power of attorney or legal guardianship over her. So, police work was abruptly ended. The family also tried petition for legal guardianship. This process needs the presence of both parties. With her missing, legal guardianship petition will not even make it the court.

I have checked the minutes used, her cell phone has been using on average of about 300 minutes per day. She has gone missing for 5+ days now. I have upgraded our phone plan to have more minutes….If this goes on, I will still be hit with a phone bill I cannot afford. If I suspend this phone (but it can still call 911), in the event that she was harmed or in the worst case, killed; could her other family members sue me for her death because I suspended the cell phone thus had no way of contacting people for help? Again, her cell phone could still call 911. If I keep her phone on, I will bankrupt myself soon. Please help!

Her cell phone does not have GPS system to pinpoint her exact location myself. The telephone company could track the area her phone is in, but the exact spot. However, phone company will only release this info to the local authority. With the police work ended, there is no way of finding her via this method.
